  Benue 3-Jun-16 The Governor of Benue State, Samuel Ortom, has ordered security agencies to arrest leaders of traders and buyers associations in the state over protests linked to the multiple and high taxations policy of the Ortom administration. Gov. Ortom is said to have ordered a crackdown on the protesters as leaders of the Tomatoes and Pepper Traders Association in the state have variously received invitations from the Directorate of State Security (DSS) to appear at its Makurdi headquarters in relation to the protests. It was reported that these developments escalated the tempo of their protests, with the protesters accusing Governor Ortom of insensitivity and corruption, thus questioning the basis for higher taxation by a government that has failed to pay basic salaries to workers. The DSS in Benue state was used as an instrument of intimidation and repression by the Samuel Ortom Administration in Benue state. Kogi 3-Dec-16 On the 3rd of December, Mr Friday Ogungbemi, Publisher of Policy and Lawmakers magazine was arrested by security operatives of the Department of State Security on the 30th of November 2016. He was arrested in connection with an opinion article in the latest edition of the magazine which focused on the Chief of Staff to the governor of the State, Edward Onoja. FCT Abuja 8-Aug-16 Pro-government blogger, Abubakar Usman, the publisher of Abusidiqu.com was arrested by operatives of the Economic and Financial Crimes Commission over a report he (Magu) wrote against the chairman of the EFCC. On the contrary, the Spokesperson of the EFCC, Wilson Uwujaren noted that the blogger was arrested for cyberstalking, without further explanation. The report for which Abubakar Usman was arrested accused Mr Magu of corruption and insincerity, as he was 'panicking' because his confirmation by the Senate had been deferred and he was suspecting any and everyone for his problem. The report also accused Mr Magu of high-handedness and bullying of staff. FCT Abuja 19-Jan-17 Police officers raided the office of Premium Times at Abuja, arresting the Publisher, Dapo Olorunyomi alongisde the Judiciary correspondent, Evelyn Okakwu. The arrest was at the behest of the Chief of Army staff, Lt General Tukur Buratia who filed a complaint alleging defamation of his character by the media house. Nassarawa 29-Jul-16 "Policemen in Nasarawa, on 29 July 2016 shot at protesters, killing one of them and injuring three others in the process. Workers in the state had embarked on an indefinite strike following the decision of the state government to slash their salaries by 50 per cent. According to the NLC President, Ayuba Wabba who was involved in talks with the Nasarawa state government over the protracted labour crisis rocking the state at the time of the shooting, noted that the the dead victim was a staff of the state Ministry of Education, while the three others who sustained gunshot wounds included a staff of Doma Local Government Council, the Judicial Service Commission and a journalist with the defunct Nigerian Newsday, a state-owned media outfit. According to him,
�the workers were unarmed and peacefully protesting for their rights only to be shot at by policemen stationed at the Government House gate''. "

NORTH CENTRAL Nassarawa 23-Nov-16 The Governor of Nassarawa State, Umaru Al Makura, on the 23rd of November banned two journalists from covering media activities in the state house over a long disagreeement that included the journalists covering and reporting of the protests that killed two people and injured five others. The affected journalists are Umar Muhammed of the PUNCH newspapers, and Rabiu Omaku of the Universal Reporters, an online platform. The journalists were specifically banned for life from covering media activities in the government house. The ban of the two journalists will bring the number of journalists to five that had been banned in three months from covering activities of the government. The other three journalists evicted are Mary Amirikpa of the Nasarawa Broadcasting Service; Iliya Audu of the Nigerian Newsday; and a reporter with the Television Continental, Sofia Ogaze.

Nassarawa 30-May-15 Daily Trust Journalist, was attacked by armed thugs in the presence of Governor Tanko AlMakura, just as the governor was taking his oath of office during his inauguration ceremony on May 29, 2015. Hir Joseph had reportedly written articles perceived to be critical of the Governor, a reason for his attack and harassment. One of his articles was said to have questioned the relevance of Nassarawa state in the political laboratory of the ruling party and the national goverment. Nassarawa 29-Feb-16 Rukaiyyat Usman, a state counsel with the Nassarawa state ministry of justice was sacked from her workplace for her criticism on Facebook of the government handling of the outbreak of Lassa Fever in Nassarawa state. In the Facebook post that resulted in the termination of her appointment, Rukaiyyat lamented the lack of proactive measures and media awareness over a disease that led to the death of Nurse Ibrahim Oshafu, who she eulogized in the said Facebook post. Katsina 23-Sep-16 Nigerian blogger, Jamil Mabai, a known critic of Aminu Masari, the governor of Katsina state was arrested on the 19th of September, 2016 and detained for 22 days for condemning the purchase of 3000 metal coffins in Katsina state through his social media accounts. Katsina 13-Oct-16 Deadly and violent confrontations occurred between security operatives and members of the IMN group, otherwise known as Shiites in about five northern states. In each of the states, the crises took a different turn. In Funtua, Katsina state, deadly confrontation between security operatives and Shiites led to the death of no fewer than nine persons, as the group prepared for their yearly memorial Ashura procession. In Kaduna, Kano and Jos, attacks on the Shiites were undertaken by irate mob/youths following proscription of the groups and their activities weeks earlier. The attacks also spread to Sokoto and Jigawa states where a Shiite member was killed on his way to the procession by irate youths The confrontation that occurred between the security operatives and the Shiites featured the Police as a central actor, as the Police Force had a day before the Ashura event banning all forms of rallies, processions, gatherings and assemblies under any guise across the state with a warning that any person caught violating this order would be arrested and prosecuted. Kano 27-Aug-16 On August 27, 2016, four representatives of the Kano State Hisbah Board, a local security agency set up to enforce its interpretation of Sharia law, assaulted two journalists from Express Radio, a Private broadcasting station in the state. The religious police were angry that Express Radio correspondent Abdullahi Isa brought two female journalists--Hauwa Musa Abdullahi and Saudat Yakubu Abdullahi, with him to cover a reading of love-themed, Hausa-language novels at the Kano International Trade Fairground, an event which was meant to be for men only. Kano 14-Nov-16 A clash between the Nigeria Police and members of the Islamic Movement of Nigeria led to several casualties, including one dead and several injured. According to Premium Times, the clash started around Tamburawa, on the outskirts of Kano city, when the police tried to stop a Shiite protest. Over a dozen people including a police officer were feared killed from the clash. In a statement posted on the website of the IMN, it was reported that the Nigeria Police attacked peaceful members of the IMN who were attending the Annual Arbaeen symbolic trekking in Nigeria. He was arrested over online publications published by his website, Abia Facts which government officials in Akwa Ibom and Abia states deemed critical and felt uncomfortable with. Anambra 8-Feb-17 Chijoke Uraku, a physically challenged man in Onitsha, Anambra state was brutalized by two soliders,Bature Samuel and Abdulazeez Usman for allegedly wearing a military camfouflage shirt. The two soldiers have been apprehended and charged for assault by their commanding officer. Nigerian Army Soldiers Section 34 guarantees the right to dignity of the human person and Section 34 1(a) of the 1999 constitution forbids the subjection to torture or to inhuman or degrading treatment of any person. Chijioke Uraku's right to dignity was brutally ifringed upon by Nigeria Army soldiers. South East Nigeria   A South-East Based Coalition of Human Rights Organizations, SBCHROs, has accused security forces of killing 80 members of the Indigenous People of Biafra, IPOB, and their supporters between August 30, 2015 and February 9, 2016. The coalition also estimated those maimed at 170, just as it put the total number of those arrested, detained, charged or kept in captivity without trial at 400. South East Ebonyi State 19-May-16 Members of the Nigeria Labor Congress in Ebonyi state were beaten up by policemen for embarking on the NLC organized protest against fuel price increment by the federal government. Newspaper reported noted that the Police teargassed the workers ceaselessly and beat up leaders of the union including the state chairman, Ikechukwu Nwafor, who rolled on the ground as the police officers kicked and beat him. South East Nigeria 22-Dec-15 The leader of the Indigenous People of Biafra, Nnamdi Kanu has been in detention since October 2015. He was arrested by the SSS in October 2015 for criminal offences and charged to a Magistrate court. Despite being granted bail by a Magistrate Court headed by Magistrate Shuaibu Usman and a Federal High Court headed by Justice Adeniyi Ademola in December 2015, he has remained in detention Nnamdi Kanu was arrested by the State Security Services in October 2015 on criminal charges. He was charged with allegations of treasonable felony, maintaining an unlawful society and illegal possession of items, among others. Unlawful detention which contravenes right to personal liberty in section 35 of the 1999 Constitution Nnamdi Kanu was denied his rights to bail and other fundamental rights that accrued to him as a citizen as a result of his prolonged detention in prison custody.   The prolonged detention of Mr Nnamdi Kanu has had ripple effects, particularly for supporters of his pro-Biafra led movement, IPOB. His prolonged detention has led to needless deaths, extrajudicial killings and it has crippled economic activities in several instances. For instance, on the 23rd of September 2013, a worldwide Sit-at- Home protest was called by Indigenous People of Biafra, IPOB, against the continued detention of its leader and Director of Radio Biafra Mr. Nnamdi Kanu.   Rivers 23-Feb-17 Nollywood Actress, Ebere Ohakwe was assaulted by Sulaiman Olamilekan, a non-commissioned solidier in the Nigeria Army. On the 30th of January, Olamilekan allegedly assaulted Ohakwe at Omagwa checkpoint along Port Harcourt-Owerri road in Rivers. Ohakwe, who was in transit from Port Harcourt to Onitsha, claimed that she was assaulted by Olamilekan after he accused her of insulting him while inspecting the vehicle. Akwa Ibom 20-Mar-15 In 2015, Etim Ekpimah, PUNCH correspondent in Akwa Ibom was threatened severally via phone and text message from individuals who were uncomfortable with his story on political patronage in the state. The story, called "Akwa Ibom: State where commissioners, others, kneel for Akpabio's wife," narrated how government officials pay obiescance to the Governor's wife during political functions and meetings. Edo   Pro-government supporters and Civil Society Organizations in Edo State clashed in Edo state over the provision of bogus pension benefits to be enjoyed by past governors of do state and his deputy, Dr Pius Odubu by the House of Assembly. SOUTH WEST Ogun 23-Aug-16 Mr Joachim Fortemose Chinakwe, a forty year old textile trader, based in Ogun state was arrested on the 13th of August for naming his dog after President Buhari. He was arrested after one of his neighbors of hausa extraction complained that he named the dog after his Father. He was arraigned on the 23rd of August before the Ota Magistrate court where he was charged with committing an offence likely to cause breach of peace. The Ogun State Command of the Nigerian Police Section 39 of the 1999 Constitution of Nigeria give people freedom of the right to expression. As there has been no sections in the Nigerian constitution that criminalizes animal naming rights, It is quite apt to say that the fundamental rights of expression was breached by virtue of his arrests and detention. Mr Joachim Fortemose was unlawfully arrested and detained as his action does not have any locus standi in the Nigerian constitution.   Ogun 28-Sep-15 On the 28th of September 2015, Emmanuel Ojo, a blogger and Ogun state indigene was arrested on the orders of the Ogun State Governor, Ibikunle Amosun over a Facebook post that was critical of the Governor's wife, Olufunso Amosun. The said post accused the Governor's wife of being quizzed in London for money laundering for being in possession of $300,000. The Governor's wife denied the claims. Consequently, Emmanuel Ojo tendered a public apology to the Governor and his Wife. Emmanuel Ojo later fled the country to another West African Country after 'threats to his life became unbearable'.
Emmanuel Ojo was arrested by security operatives led by the Chief Security Officer to the Governor. He was first detained at Ibara police station before being transferred to the State Police Command at Eleweran. Presiding over his case, Chief Magistrate Anthony Araba granted him bail in the sum of One Million and two sureties in like sum. Oyo 3-Jun-16 Nigerian Labor Congress (NLC) leaders in Oyo State were arraigned on June 3 before an Ibadan Magistrate Court over their protests against the alleged privatisation of secondary schools belonging to the government in Oyo state. Lagos 10-Oct-16 On October 10, 2016, 14 students union activists were brutalized and arrested by men of the Nigeria Police in Yaba, Lagos. The Students activists congregated near Yaba College of Technology, Lagos after attending a court hearing between their rusticated comrades of the University of Lagos Student Union and management of the University of Lagos. According to news reports, the police viciously beat, brutalized, and arrested numerous student activists.   Ondo 27-Nov-16 In a post on his Facebook wall, Omoyele Sowore, the publisher of Sahara Reporters reported that agents of the State Security Services invaded his family home in Ese-Odo LGA in Ondo state during the governorship elections in Ondo state According to Sowore, the agents invaded his family home in search of his brother who they claimed was 'troublesome'. His brother, Akinwunmi Sowore is an Alliance for Democracy (AD) supporter. The said brother was eventually trailed, arrested, detained and kept incommunicado by the invading DSS agents.   Ondo 2-Jun-15 Policemen attached to Yaba Police Area Command in Ondo town allegeedly brutalized a correspondent of the state-owned Newspaper,� The Hope� Mr Victor Akinkuolie. Akinkuolie was assaulted for allegedly challenging the policemen who parked on a major road in the community. The actions of the Policemen which caused a traffic snarl on the major highway did not prevent Mr Akinkuolie from being beaten mercilessly. The singer used his social media platforms to announce the protest, stating that on February 5, he would lead the protest against the Federal Government�s handling of the economy among other issues.
