A draft anti-gay bill submitted to Ghana’s parliament proposes prison sentences of up to 10 years for LGBTQ+ individuals, as well as for those who advocate for their rights, express support, or provide medical and social assistance. If passed, the legislation would be among the most severe anti-LGBTQ+ laws globally.
The bill also seeks to criminalize support for intersex people and could mandate government-directed "gender realignment" surgeries for them. A leaked copy of the Promotion of Proper Human Sexual Rights and Ghanaian Family Values Bill, confirmed as authentic by diplomats, has sparked widespread outrage and fear among human rights activists.
If enacted, this would mark the most significant legal crackdown on LGBTQ+ rights in Ghana since its independence. The bill has received strong backing from numerous MPs and figures within President Nana Akufo-Addo’s government.
The proposed legislation follows an increase in repression against LGBTQ+ people in Ghana. In February, a community space that provided support for sexual minorities was forced to shut down after facing backlash from politicians, civil society, religious groups, and the media. This has led to a rise in arrests and violence against individuals perceived to be LGBTQ+.
